THE EISENHOWER SYSTEM OF INTERSTATE
AND DEFENSE HIGHWAYS
BUILT FROM COLD WAR FEAR
America's Interstate system was planned with ever expanding cities and population . President Eisenhower did not like the fact that troops going to aid a Natural Disaster were bogged down by roads that were not paved or usable and this poor infrastructure could become an issue in a National Emergency. So funds were allocated and plans made with priority to get interstates built that would connect the nations military bases and military assets. Then Interstates were connected around to large cities to allow efficient and unimpeded travel and if needed so evacuation or emergency assistance by National Guard could be possible in hours . Our nation at this time expected a Nuclear Conflict at anytime so the need for preparation and materials were at an all time demand , rumors of the interstate being planned to be able to bear large Nuclear Missiles in transit or bridges able to support their weight, and height were a urban myth .Also military vehicle convoys that were to include tracked vehicles like, Tanks,Mobile Missile Launch Vehicles, Personnel carriers, and Large troop transporters were likely to use these new interstates. These Convoys were known at times to be 80 vehicles long but nothing in the blueprints planned for these cold war military movements .The interstate had to support everyday congestion of rush hour traffic and in cold climates the freeze thaw cycle and the road salt. in some warmer climates constant sun and heat that can melt the rubber on tires and fifty something years later Interstates have brought prosperity to some area's and show how overpopulated we are as we sit in Rush Hour traffic sometimes for hours. the project is still being expanded , built ,and upgraded and though we have not used it in war the Interstate Defense Highways have evacuated many cities during natural disasters and the US Military uses the interstate and it has not had to have any special adjustments. The interstate defense highway system was born out fear of not being able to mobilize to any area of this country in time of conflict and is another product of the Cold War.
One of many FCDA pamphlets this Civil Defense Organization's Funding was cut by President Eisenhower.
Below one of the many odd Civil Defense signs from
the 1960's it is a road sign but from where is still
One of the more popular cold war Interstate Defense Highway System Urban Myths was every 5 miles one mile had to be straight and this was to allow USAF or other US Military units a place to setup alternate landing facilities if a Soviet Nuclear strike vaporized the base and returning B-52 and other aircraft would be able to land and refuel on runways made from stretches of Highway and could re-arn and take back off to drop more Nuclear Devices on Russia Now Understand this was not planned into the building of the interstate defense highway system. There is no Plan for this on any blue prints...... HOWEVER... USAF and Department of Defense Nuclear War Procedure and Planning has figured into account that upon a DEFCON 3 or 2 status Airbases would disperse all aircraft to Civil Airfields spread out throughout the Continental United States so Soviet ICBMS and SLBMS and even Bombers could not catch our military aircraft on the ground at targeted locations if these airfields are not able to host returning USAF and USN aircraft special USAF Emergency War Relocation units would use any type of runway to host returning aircraft and in the Nuclear Warfare Playbook highways, freeways, expressways are the next best thing and USAF-ARB Teams would start blowing up or use cutting torches to remove light posts and signs and any obstruction that would not allow the biggest bomber to land. underpasses with large spans would be great repair and rearming areas. This was not planned into the actual roadwork or blueprints but is part of Post Attack Continuity of US combat forces and this part is NOT a urban myth. The Defense Interstate and Highway project was to connect all US Military Bases and asset's allowing large movements of US Troops and their vehicles to any place in the (CONUS) as fast as possible and to Evacuate Large Cities Pre- Attack or Pre-Natural Disaster and to expedite man, machines ,and materials into devastated areas, As well connecting all US Military posts so the same could be sent within hours and with these four lane highways fast and efficiently saving fuel, wear and tear, and lives.

|THE TARGETED AREA'S ARE FROM FEMA CALCULATION AND D.O.D. DECLASSIFIED INFORMATION THIS MAP DOES NOT SHOW AREA'S OF FALLOUT FROM TARGETS THE INFORMATION IS OF CURRENT STATUS 2011|
the information provided by Bruce Beach is true and accurate he has worked for the Department Of Defense and is regarded as one of the top 3 experts in this field, Prof. Beach has a website and it should be visited and read or downloaded for its vast wealth of information and knowledge that one day may save your life.
UPDATE to Target Information !!!
By Bruce Beach - Radiological Scientific Officer
The FEMA Maps
Target selection continuously changes, for a variety of reasons, most of which are either political or technological. The FEMA target maps are the only official ones that we have and some persons have criticized them because they feel that they are quite old and do not reflect recent military base closings, new facilities and so forth.
Even at their best - the FEMA maps only painted a conceptual picture of a perceived threat. No one could say, then or now, for sure what criteria foreign military target planners would use to select targets, how many missiles they'd commit, how powerful they'd be, how many would actually get through or how accurate they'd be.
One could be CERTAIN, both then and now, that nowhere near the number of targets shown on the maps would actually be struck. Many years ago there was a movie called - "On the Beach", which envisioned total annihilation of human life upon the earth. Nuclear scientists took up the term to measure the strength of the world's nuclear arsenals and concluded that there exists somewhere between 4 and 5 Beaches. That is to say - enough nuclear armaments to eliminate from fallout all human life on earth (four or five times over) if they were all exploded.
HOW MANY NUCLEAR WEAPONS
WILL BE USED?
The REAL question then - in evaluating the nuclear threat - is to determine FOR YOURSELF how many nuclear weapons YOU think will be used. The information that I am presenting here, is to help you in making that decision.
Here are some possible conclusions:
All will be used.
None will be used.
Some will be used.
If one thinks that ALL the nuclear weapons will be used - then it is goodbye world. I will accept this as a distinct possibility, or at least the possibility that such a number will be used so as to have the same effect. If you believe definitively that is what will occur - then very simply you won't (and don't) have to worry about it. However, I believe (and it is only my personal belief) that because of Divine Intervention, through what will appear to be natural causes, that the event will be extensive - but limited.
On the other hand - there are those who think that because of man's rationality, or God's kindness, that none will be used and we don't have to worry about it. Many of these people feel that I am insane for my concerns. I can only say that I hope they are right.
It is only the third case that I present here. I feel that nuclear WWIII is inevitable. Others may feel that it is only probable - or somewhat probable or possible. The degree of your concern will determine the value that you will put on the information that I am about to present, and the action that you will take based upon it.
First - my own conclusions. I feel that a sufficient number of weapons will strike North America to destroy 80% of its population. What that number of weapons will be is what I am trying to estimate. The information presented here is what I base my estimates on.
Presently, in the world, there may be fifty-thousand (50,000) nuclear warheads. Many of these are tactical (for use by field artillery) rather than strategic (for use on ICBMs - Intercontinental Ballistic Missiles). The US has mostly recalled its tactical weapons from the field, and they are no longer under the control of field commanders. Of the strategic nuclear warheads, many (most) are now obsolete. They certainly are not mounted on warheads and ready for launch. It is really only the latter than we need to concern ourselves about, and if we wish to take a narrow view of self interest, it is only the potential enemy's that we need to concern ourselves about.
The US owns by far the largest current tested arsenal of nuclear weapons. Russia the second largest, and France may still have the third largest. Israel is rumored to have about 200 and while it has not been officially acknowledged, China may have well surpassed that number. There are over 20 other countries in the world who are thought to have perhaps joined the nuclear club - but not all, like India and Pakistan, have tested their weapons.
Weapons alone are not enough. One must also have delivery systems. While there is talk of suitcase weapons for terrorist purposes, the delivery system of choice is ICBM (Intercontinental Ballistic Missile). Complete delivery capability has been defined as the TRIAD. Land, Air and Sea. Of late, one leg of the TRIAD has fallen into disfavor. Russia still has Bisons, and the US both B-52s and B2s, but they are beginning to be recognized as a technology that is becoming rapidly obsolete. Improved radar, satellite detection systems, and the much improved accuracy of interception missiles has much decreased their usefulness. They have also become relatively less cost effective. Consequently the US under the Bush administration has announced that bombers - even the B2 - will no longer be nuclear armed. In the future this will mean that their bases, and bases that would have been used for refueling will no longer have as much priority as a target. This US policy and strategic change is just taking place and will require some months to be reflected in the thinking of Soviet target planners.
Theatre nuclear weapons still include aircraft and ship mounted nuclear weapons such as the Cruise Missile, but our major concern here is the ICBM and the SLBM (Submarine Launched Ballistic Missile). So, we are not aware of, nor are there supposed to be, any space launched ballistic missiles. In fact, there are only three countries known to have operational SLBMs. The US, Russia, and Israel. Under normal circumstances it is possible to have only about one third of one's fleet on station at a time. For the US and Russia this means a half dozen each, and for Israel one because the latter has a total of three subs. If this gives you any particularly comfort it should be pointed out that each of the subs (particularly the US and Russian) carries more destructive power than was used by ALL the world's armies in the Second World War.
There has been extensive discussion over the last decades about reducing the world's nuclear armaments. In actuality they have become much more dispersed, efficient, reliable, and capable of being delivered with much greater accuracy. A reduction in their total number is not reflected in a reduction of their destructiveness or effectiveness. Actually, quite the opposite - more destructive power is being developed and deployed in manners that are more efficient. This is true, not only of the US, but also of a number of other countries. Pakistan, India, North Korea, and many others now have capabilities that would have made THEM the world power - a half century ago.
The United States currently has 7,295 deployed warheads compared to Russia's 6,094, and while the Bush administration is discussing making cuts down to 1,500 nuclear warheads in the US arsenal, these cuts have not yet taken place. And in any case, as I have stated earlier, the ones that we need to be concerned about in making North American target estimates, is the ones held by the potential enemies.
China is thought to have fewer than 300 nuclear warheads capable of reaching the US. Some estimates put the number at even one-tenth of that. Whatever the present number, it is certain that they are in an all out effort to increase the number of their DF-31 and DF-41 rockets that will have that capability. Likewise, Russia, for the last three or four years, has been on a crash program to field as many of their Topol-M, quite arguably the most advanced ICBM in the world. The US may go on about other countries being backward and stealing their technology but they should remember that the Russians put the first satellite, man and space station into space. Likewise the Chinese deployed a satellite and tested a nuclear weapon - decades ago.
But, let us only concern ourselves with what exists at the moment. Conservatively let us say that Russia and China combined currently have 7,500 nuclear warheads supposedly capable of reaching the US. So that we do not just scare ourselves to death, let us suppose that with their deteriorating economies that the maintenance on these have made about half of them operational. Let us say 4,000. And let us say that only half of these would be aimed at North America, the rest being aimed at Europe and other places in the world. This means that only 2,000 would be aimed at North America and let us further assume that US defenses are such that we will stop half of them (although I am not certain how one currently stops an ICBM or particularly a SLBM). But anyway, that leaves us with 1,000 nuclear weapons exploding over North America.
Now, please forgive me, but since I live in Canada, I am going to look at what share we might expect to fall where I live. Canada has ten percent the population that does the US, so I am going to say that Canada is going to get 10 percent of the North American warheads - or one hundred. In Canada we have a rule of thumb that the province in which I live has about 50% of the Canadian population, GNP, industry, and so forth, so I am going to say that we can expect about 50 nuclear weapons in Ontario.
What I am suggesting is that you make the same sort of extrapolation for your state, but I can tell you that when I start adding up the targets around Ontario, I find it hard to find a place to put 50 weapons. But here is an attempt.
1 at Niagara Falls - A big power generating source.
4 other power generating stations (mostly nuclear)
1 on Ottawa (the Capital of Canada)
1 at Sault Ste Marie (across the river from a US nuclear forces base)
4 other Canadian Military bases (about as threatening as boy scout camps)
5 on Toronto and what we call the Golden Horseshoe
1 on North Bay (if they don't know it has been deactivated as a NORAD site)
AND I feel that is really stretching it, but I wouldn't really know where to put anymore, without say bombing out some beaver dams or attacking my bus shelter. :) But, anyway, I expect the number is ridiculous, and I really wonder if the province could survive at all if 10% of the 50 weapons - that would be its North American share were used. That would be 5 nuclear weapons, each one more than a hundred times the size of the weapon used on Hiroshima or Nagasaki. Think about it. It is called the unthinkable for a reason. Now, do a similar extrapolation for your state.
On the same ratio of 10% of available weapons, as calculated above, and the 1% or 2% of total weapons existing world wide we would be talking about 100 weapons in North America and 200 world-wide. This would be like the energy release of two thousand SIMULTANEOUS Hiroshimas, along with the accompanying fallout. Lord, (I am not being facetious in addressing the Almighty) how could we possibly survive it? I can only pray that You have a plan.
So, when you look at all those yellow dots on the FEMA map - I think that you can forget that, and start trying to figure it out another way. Here is where I would put something less than 100 weapons in North America, and Lord, I hope it is a LOT less.
Targets are selected on a:
basis. That is to say - those which have first, second and third priority.
a. Three submarine launched high altitude bursts evenly spaced over continental US to create EMP (Electromagnetic Pulse) to knock out communications. The reason they would be submarine launched is because submarines can launch from off both coasts, are the least detectable and can get in the closest - for the least warning.
b. Satellite to satellite strikes for weaponry, communication, control and surveillance technology that the general public does not know about. Who can guess about something we know nothing about - just as we knew nothing about the atomic bomb before Hiroshima.
c. Submarine ports on both US coasts and at US controlled ports elsewhere in the world to prevent any submarines that are in port from getting underway. Normally only one third of the fleet is on station at a time. Number of subs that would be eliminated in this way depends on whether the attack comes as a "bolt out of the blue" or that navy is on some "high DEFCON status". The subs are considered the most threatening part of the "Triad".
d. In the past, NORAD (North American Air Defense) communications centers at Colorado Springs, Colorado and North Bay, Ontario Primary Targets have included been included as Primary Targets. The latter has supposedly been deactivated, but what other 'secret' locations exist and how well the Russians and Chinese know those 'secrets' is problematical.
e. SAC (Strategic Air Command) bases have been considered a priority for a strike out of the blue. Omaha Nebraska is of course the headquarters. Still, everyone knows that, so other arrangements have been made - such as 'Alice' and 'Looking Glass', which are airborne command centers - and as mentioned previously there is talk about new space and sub-sea elements. Air Bases are a good target for SLBM's (Submarine Launched Ballistic Missiles) especially forward bases in allied countries such as Turkey, Saudi Arabia, Britain, and France (which has its own nuclear force), and Navy Aircraft Carriers wherever they may be (they would certainly wish they could find the submarines).
f. Surprisingly, Washington D.C. and the Pentagon have often not made primary target lists. Washington D.C.. because there is one targeting theory that an enemy wishes the leaders to survive so that they have someone to negotiate surrender. The Pentagon, because while we hear of the famous war room and so forth, in actuality the Pentagon then becomes insignificant because we would be beyond the time of planning, policy, and procurement.
By this point there would have been used one or two dozen weapons against American Forces.
g. Beyond first strike, to catch them while on the ground, - air bases and nuclear bombers are no longer are considered as prominent a part of the Triad targets as they once were. Previously, it was thought important to get all the ten thousand foot runways in the US to prevent the bombers from returning to refuel and rearm. Not seen as so likely today.
Major metropolitan areas will of course remain major targets, but these are SECONDARY target issues because they will have little effect upon US retaliatory capability, which are the concern of PRIMARY target issues. Major cities remain major targets simply for the confusion, affect on morale, and political, social, and economic disruption they will cause the US. Most everyone can identify what the top 20 US city targets will be in this regards. One must remember that there will be similar world targets of US allies, so that recovery assistance will not be available to the US. One must, however, begin to ask - exactly what the geo-political, and overall goals are that target planners wish to achieve. Targets such as these may be used as hostages for negotiation - assuming that the planners have as a part of their model, the ending of the war and achieving some particular goals.
It used to be thought that US Military training bases, war materials production plants, and such, would be important targets. But that WWII thinking - not WWIII thinking. Everything, used in the war will already have been made, deployed and trained upon. There will be no time for further preparation or deployment. The only thought will be how to get it stopped.
Tertiary targets no longer have the prominence they once had in target planning, such as they did at the end of WWII when the bomber reigned. Then a bomber, assigned to a primary target, might carry multiple weapons and if it or a companion plane destroyed the primary target then it needed to go on to a secondary target so as not to waste the weapon in re-bombing the same target. This is particularly true of nuclear weapons - where one is sufficient.
A plane would then carry a priority list of additional targets within its range or return path, so that it could dispose of its weapons. With the little likelihood of getting a second chance, it is a matter of use them or lose them.
Between the Primary target sites and the Secondary target sites we have possibly used 50 weapons in North America. So what is left over? The question is - how completely do you want to devastate the land? There has already been enough damage done that the political and social organization has been destroyed. In North America aid flows in to limited disasters, a fire, tornado, earthquake. But now, everywhere would be in disaster. No electrical power, communication, or help available - from anywhere. The following map shows some principle North-South corridors, because I feel that the country would be severed East-West because of river crossings.
It is questionable that society could be restored but just to assure that the devastation is complete and that the country is severed a target planner might select as tertiary targets to destroy the bridges over the Mississippi and Missouri and the key railway passes through the mountains. Key nodes on the electrical, communications, and pipeline grids - and so forth. The following map is comprised of railway and highway nodes linking through Kansas City. You can do the same thing for any other major city.
You can take all those maps - and seek to designate targets. I have done it and I can tell you it is hard to find places to put another fifty bombs.
There are many academic studies that have been made on this subject, by VERY knowledgeable and capable people. If you wish to really study into it more then here is a link that has been highly recommended by both The Bulletin of Atomic Scientists and the Encyclopedia Britannica, both of which are very worthy sources:
I have said 100 weapons to devastate America. The nuclear subs alone carry hundreds between them. Launch and move on and wait. That would be the strategy. From satellite and other reports you would eventually be assigned another Tertiary target that hasn't been struck. The process could go on for months with nuclear powered subs. However, I hope that it won't last a week - before we find a way to end it.
How Likely Are the Weapons To Be Used?
By what insanity could mankind possibly pull down upon itself the destruction that I have described above and in YOU Will Survive Doomsday? My answer is by the same insanity that permits him to build such Abominations of Desolation in the first place. By the same insanity that expresses his selfishness and anger throughout the world almost daily in the killing of what amounts to at least tens of thousands of human beings annually. Men who are intellectual giants and spiritual midgets. Men who have turned from the will of God who loves all His creatures and wants them to all love one another.
One may say, "Yes, but we have gotten this far without using them - so why would it ever change?" But, the change is in the wind. The US says that it is abandoning the policy of MAD (Mutual Assured Destruction). In the past this was the rationale for not having an effective Civil Defense Program and a national civilian shelter program. It was thought that everyone on both sides would be destroyed anyway, and to implement a shelter program would mean that one did not really believe in MAD - and therefore their shelter preparations would be seen as threatening by the enemy. So, one just wanted to be sure that they had total SECOND STRIKE CAPABILITY accompanied with ASSURED ANNIHILATION of the enemy and no enemy would ever attack them. Thus - the US under the Clinton and previous administrations maintained a "No first strike policy". The Russian's under their previous administrations did likewise, but just recently the Russians have said that they have changed their policy - in favor of first use.
Russia, China and some other countries never agreed that a nuclear war was not survivable and they continuously developed shelter programs. Under the US Reagan Administration it was felt that a defense - popularly called Star Wars - could be built against nuclear weapons. Most thinkers agree that it is an impossible idea, but the very attempt to try it was outlawed under the ABM (Anti Ballistic Missile) treaty. The reason the Russians (who were permitted under the treaty to maintain a few ABMs around Moscow - but which the US felt would be ineffectual) wanted such a treaty, was that they felt the very attempt to develop ABMs would create an arms race they couldn't afford. If any one nation DID come up with a defense - then other nations could be forced to surrender under nuclear blackmail. The US under Bush has just announced that it is canceling the treaty and going ahead with ABM development. Continuously, we now hear of some general in Russia or China who says they think that nuclear war is now inevitable.
And then there are all the Third World Countries with their axes to grind. Pakistan, Iran, Iraq, North Korea, Syria, Libya, and others. Yes, their conflicts can bring in the major players. Just the US preoccupation anywhere else can be incentive to China to solve its Taiwan problem. For some countries, such as Israel, nuclear may come to be seen as the only solution. Israel, greatly outnumbered, more than a hundred to one, could easily feel forced to nuke the capitals of its attacking enemies.
No matter how irrational my analysis may seem to many - one fact remains. There are nuclear weapons in the world. Plenty of them.

THE NEED FOR FALLOUT SHELTERS TO BE INCLUDED IN THE DESIGN OF ALL NEW CONSTRUCTION SCHOOLS BEING MOST IMPORTANT
WILLIAM FLOYD HIGH SCHOOL
BECOMES FIRST IN NATION INCORPORATING A FALLOUT SHELTER AND EXTRA SAFEGUARDS AGAINST BLAST AND FALLOUT FOR STUDENTS AND TEACHERS DURING SCHOOLDAYS AND AT NIGHT THE SHIRLEY MASTIC RESIDENTS, JUST ABOUT EVERY RESIDENCE BELOW 27a OLD SUNRISE HIGHWAY HAS NO BASEMENTS FOR PROTECTION SINCE THE MAJORITY OF HOMES ARE WITHIN 10 MILES FROM THE BAY AND OCEAN AND THE WATER LEVEL WILL NOT PERMIT BASEMENTS
SUFFOLK SCHOOL TAKES NUCLEAR WAR SERIOUSLY
PLANS FOR ALL NEW SCHOOLS BUILT IN SUFFOLK COUNTY TO INCLUDE CONSTRUCTION AND MATERIAL TO CREATE LARGE FALLOUTSHELTERS WITHIN SCHOOLS WITH PF-FACTORS OVER 100
ONE OF THE SCHOOLS THAT WERE RECOGNIZED FOR THEIR DESIGN OF A NEW SCHOOL THAT INCORPORATED A FALLOUT SHELTER
|THIS PANEL LISTED THE BUILDINGS RECOGNIZED FOR THEIR DESIGN AND THE NEW YORK CITY LONG ISLAND AREA HAD 3 BUILDINGS THAT WERE RECOGNIZED OUT OF HUNDREDS OF DESIGNS NATION WIDE|
ON THE PANEL FROM THE FALLOUT SHELTERS AND NEW CONSTRUCTION YOU CAN SEE THAT LONG ISLAND (SUFFOLK CO.) IS LISTED AND NEW YORK CITY (KINGS CO.)
THIS CIVIL DEFENSE PAMPHLET THAT OUTLINED WHAT THE DISPLAY PANELS ABOVE WERE PART OF WAS HARD TO FIND AND THAT THE BOOKLET SHOWS THE SCHOOLS AND INDUSTRIAL SHELTER TYPES WITH INFORMATION, THE CIVIL DEFENSE MUSEUM .COM HAD PURCHASED A CIVIL DEFENSE DISPLAY AND THE PANELS TO IT WERE ASSEMBLED AND PUT ON DISPLAY IN GOVT. BUILDINGS, AND OTHER PUBLIC PLACES EXPLAINING HOW FALLOUT SHELTERS CAN BE ADDED TO NEW CONSTRUCTION WITH MINIMAL COST AND GAVE EXAMPLES OF AWARD WINNG DESIGNS OF RECENT CONSTRUCTION, I SEARCHED AROUND TRYING TO FIND MORE INFORMATION ON THE 3 LOCATIONS SHOWN ON THE PANEL THAT IS YELLOW AND SHOWS THE UNITED STATES WITH SMALL FALLOUT SHELTER ICONS, AND PROVIDES A LISTING, THE OCD PAMPHLET GOES INTO DETAIL ABOUT THE PROGRAM AND THE WINNING EXAMPLES.
THE SCHOOL DISTRICT FELT THE NEED OF PROTECTION FROM NUCLEAR ATTACK DUE TO THE PROXIMITY OF THE AEC NUCLEAR WEAPONS TEST FACILITY OR BROOKHAVEN NATIONAL LABORATORY, THEY TESTED WHAT FALLOUT DOES TO THE ENVIROMENT AND WERE PART OF THE LARGER ATOMIC TESTS IN THE PACIFIC AND EXPIREMENTED ON THE ISLAND PEOPLE OF THE AREA EXPOSED TO RADIATION NEVER TREATING THESE PEOPLE JUST STUDYING THEM, ALSO THEY NUKED A LARGE AREA OF PINE BARRENS ON LAB PROPERTY BY INSTALLING CESIUM 137 OR OTHER RADIOACTIVE ELEMENT FOUND IN FALLOUT BY PUTTING IT IN A CONTAINER ON A POLE AND UNSHIELDED THE RADIOACTIVE MATERIAL REMOTELY AND STUDIED THE DIE OFF OF TREES AND WILDLIFE AND OTHER PLANTS AND FOLIAGE AND IT IS STILL THERE AND THE AREA IS TOO RADIOACTIVE TO HANG AROUND FOR ANY POINT OF TIME, A DEFINITE TARGET ON THE SOVIETS
NUCLEAR TARGETING PACKAGE,
SCHOOLS ARE BUILT BETTER THAN ARMORYS ON LONG ISLAND
EXAMPLES OF HOW FALLOUT SHIELDING CAN BE ACHIEVED BY MATERIAL AND FLOOR PLANS
THE SCHOOLS ALSO SHOWED HOW MINIMAL IN COST IT WAS TO ADD THE FALLOUT SHELTER SINCE STOCKING AND OTHER ISSUES WERE TAKEN CARE OF BY THE OFICE OF CIVIL DEFENSE
THE NATIONAL FALLOUT SHELTER PLAN OF THE
EARLY 1960s WAS BACKED BY US GOVT. FUNDING. THE NEED NOT ONLY FOR MORE COMMUNITY SHELTER SPACE WAS NEEDED BUT ALSO SCHOOLS HAD OBLIGATIONS TO GUARANTEE EVERY CHILDS SAFETY SO AS SCHOOLS WERE BUILT FALLOUT SHELTER SPACE WAS NEEDED AND PLANNED FOR. NYS GOV. NELSON ROCKEFELLER WAS A CIVIL DEFENSE ADVOCATE AND PUSHED MANY CIVIL DEFENSE PROGRAMS ON NEW YORKERS DURING THE 1960s AND SUFFOLK COUNTY A SUBURB OF NYC WAS GROWING VERY RAPIDLY DURING THOSE YEARS AND SHIRLEY A TOWN 58 MILES TO THE EAST BUILT THEIR NEW SCHOOL WITH FALLOUT PROTECTION IN MIND AND BECAME ONE OF THE FIRST TO DO SO AND WAS MENTIONED IN ONE OF THE LAST GREAT PUSHES OF CIVIL DEFENSE IN AMERICA AND THE ABOVE LITERATURE ON THE NFSP AND WHAT IT WAS ABOUT LISTED THEIR EFFORT, AND THE WILLIAM FLOYD SCHOOL DISTRICT BECAME A ROLE MODEL TO OTHER SCHOOLS IN AMERICA BUT ON LONG ISLAND ALL SCHOOL DISTRICTS FOLLOWED THEIR LEAD AND STOCKED SCHOOLS WITH THE ABOVE SUPPLIES AND INCORPORATED A SHELTER AND LIKE MOST SCHOOLS ON LONG ISLAND WERE BUILT DURING THAT ERA LARGE BRICK AND MARBLE CONSTRUCTION THICK CINDERBLOCK BRICK CONSTRUCTION THAT WAS NOT ONLY FOR PROTECTION DURING THE DAY FOR CHILDREN THESE SCHOOLS BECAME THE NEIGHBORHOOD FALLOUT SHELTER FOR ALL HOURS, THE TYPE OF SCHOOLS BUILT DURING THE COLD WAR OFFERED NOT ONLY FALLOUT PROTECTION BUT WERE BLAST RESISTANT TO A POINT AND THESE SCHOOLS HAVE OPENED AS SHELTERS DURING NATURAL DISASTERS AND OTHER COMMUNITY CRISES LIKE INNOCULATION SITES DURING THE 1977 SWINE FLU OUTBREAK AND THE COUNTY LISTED THEM ON THEIR CSP AS PLACES TO TAKE SHELTER IN THE EVENT OF A NUCLEAR ATTACK, THESE NEW COLD WAR ERA CONSTRUCTION BUILDINGS WERE BUILT LIKE MUS..EUMS AND THE SCHOOL I WENT TO OVER 30 YRS AGO IS STILL IN THE SAME SHAPE TODAY.AND ALL ARE MARKED AS COMMUNITY FALLOUT SHELTERS WITH SIGNS AND ALL AND SOME ARE STILL STOCKED WITH WATER BARRELS THANKS TO THE CIVIL DEFENSE MUSEUM FOR THE ABOVE LITERATURE AND FOR MORE INFO ON COLD WAR CIVIL DEFENSE VISIT CIVILDEFENSEMISEUM.COM

AMERICA'S TAKE ON THE COLD WAR THROUGH HUMOR
AND PROBABLY ONE OF THE BEST MOVIES MADE DURING THE PERIOD. SOME OF THE SCENES IN THE MOVIE WERE BORDERING TOP SECRET KNOWLEDGE AND MILITARY BRASS AT THE PENTAGON HAD TO LOOK AND SEE IF ANY OF WHAT IS DEPICTED MAYBE A DANGER TO NATIONAL SECURITY SINCE THE NATIONAL WAR PLAN AND USAF OPERATIONS CHAIN WAS TOO CLOSE TO THE ACTUAL TRUTH AND MIGHT NEED TO BE CENSORED, THE MOVIE A SATIRE / COMEDY ON THE UNITED STATES CURRENT NUCLEAR FORCES WAS A FUNNY AND HAD MOVIE GOERS SITTING ON THE EDGE OF THEIR SEATS OR LAUGHING AT THE INSANE SCENES WITH CHARACTERS LIKE GEN.JACK D. RIPPER AND COL. K KONG AND THE REFERENCE TO THE MILITARY AND US GOVT. USE OF EX- NAZI SCIENTISTS THAT PUT THE UNITED STATES ROCKET INDUSTRY GOING AND PUT MEN ON THE MOON, WAS FUNNY BUT TRUTH DID SHINE THROUGH IN THOSE COMIC MOMENTS, THE FLIGHT OF B-52s HEADING INTO RUSSIA AND THEIR COMMITMENT WAS FOR ME AS A KID SOMETHING THAT I WANTED TO BE PART OF WHEN I GREW OLDER AND THE CREW FEATURING A VERY YOUNG JAMES EARL JONES AND SLIM PICKENS AS COL.KONG, THE PART THAT EVERYBODY REMEMBERS IS COL. KONG AS HE GOT INTO THE BOMB BAY AND DISLODGED HIS THERMONUCLEAR DEVICE THAT WAS HUNG UP ONLY TO ACCIDENTLY WIND UP RIDING IT INTO WHAT LOOKED LIKE A SOVIET ICBM SITE WHILE HOOTING AND HOLLERING AND ACTING AS A BULL RIDER IN A RODEO AS HE WAVED HIS COWBOY HAT AROUND TILL HE WAS VAPORIZED WAS A GREAT SCENE AND PART OF WHY TO THIS DAY IS A TOP FILM! IF YOU NEVER SAW IT GO OUT AND GET IT! ITS WORTH WATCHING AND YOU PROBABLY WILL WATCH IT OVER!
Dr. Strangelove is considered by many veterans to be the most accurate film every made about SAC, at least in terms of depicting air crews and how they respond to adversity. Of course the pilot, Major Kong (King Kong), played by Slim Pickens, wears a cowboy hat. It does not contain any whining wives, but does address the insanity of the Cold War.
It begins with a B-52 on airborne alert. The 24 hour flights were really boring! Slim Pickens is almost asleep. Another crew member has his feet propped up while he scan the latest issue of Playboy.
Meanwhile, back at their base, the wing commander, Major Jack E. Ripper, played by Sterling Hayden, has gone mad. Seems as if his sexual performance fell below customary standards and this led him to conclude it was the result of fluoride being added to our water. He is convinced it is part of the communist conspiracy to take over the world. n our water. He responds by ordering the six bombers of his wing on airborne alert to attack the Soviet Union. He then calls SAC headquarters and tells the duty officer what he has done, then adds, "You can stop them, so you'd better send the rest of SAC in after them."
The scene then switches to the Pentagon's huge underground War Room, a murky, cavernous room with a round conference table and a massive graphic display strategic map lit to indicate the progress of the bomber wing planes to their Russian targets. Lights illuminate the room from above in a circle, casting a glow over the assembled egghead 'Adlai Stevenson-like' President, Merkin Muffley and his idiosyncratic advisers at a huge round table. The President and his advisers, scramble to stop the impending nuclear Armageddon. Unfortunately, the bombers are ordered to maintain radio silence and the only man who can recall the planes is the insane general Ripper.
The versatile English actor, Peter Sellers, plays Major Mandrake, an RAF attached to General Rippers headquarter, the President and Dr. Strangelove.
Muffley then consults with a wheelchair-bound German nuclear scientist (ex-Nazi "kraut" formerly named Merwerdich-liebe, literally meaning "strange-love") and U.S. weapons strategist, Dr. Strangelove. With thick dark glasses, Strangelove, director of weapons research and development, also has a black-gloved mechanical, robotic right hand which shakily holds his cigarette. Strangelove, who epitomizes the mad scientist is often unable to control his body, especially his arm which jumps to attention at inopportune moments.
Finally retaking the base, British exchange officer, Lionel Mandrake discovers the code to withdraw the B-52's and prevent the triggering of the "Doomsday Device." However one B-52 was damaged and it never receives the recall order. Unwilling to concede defeat the crew of the "Leper Colony" flies under radar cover to its target, only to be unable to launch its missiles. Finally, riding the missile to its target in Russia, Major Kong, exemplifies the American cowboy image. Unable to stop the Doomsday Device, the movie ends with numerous shots of mushroom clouds set to the light World War II song, "We'll Meet Again."
Quotes from the film
Dr. Strangelove: Based on the findings of the report, I concluded that such a device would not be a practical deterrent for reasons which at this moment must seem all too obvious.
Ripper: Mandrake, do you recall what Clemenseau once said about war?
Mandrake: No, I don't think I do, sir, no.
Ripper: He said that war was too important to be left up to the generals. When he said that, 50 years ago, he might have been right. But today, war is too important to be left to politicians. They have neither the time, the training, nor the inclination for strategic thought.
General Turgidson: Tell you what you do, baby: you just start your countdown, and old Bucky will be back before you can say "Blast off!"
General Jack D. Ripper: Mandrake, do you realize that in addition to fluoridating water, why there are studies underway to fluoridate salt, flour, fruit juices, soup, sugar, milk... ice cream. Ice cream, Mandrake, children's ice cream.
Group Captain Lionel Mandrake: Lord, Jack.
Ripper: You know when fluoridation first began?
Mandrake: Aye, no, no. I don't Jack.
Ripper: Nineteen hundred and forty-six. Nineteen forty-six Mandrake. How does that coincide with your post-war Commie conspiracy, huh? Its incredibly obvious isn't it. A foreign substance is introduced into our precious bodily fluids without the knowledge of the individual. Certainly without any choice. That's the way your hard-core Commie works.
Mandrake: Uh, Jack, Jack, listen, tell me, tell me, Jack. When did you first...become...
well, develop this theory?
Ripper: Well, I, uh...I...I...first became aware of it, Mandrake, during the physical act of love.
Ripper: Yes, a uh, a profound sense of fatigue...a feeling of emptiness followed. Luckily I...I was able to interpret these feelings correctly. Loss of essence.
Ripper: I can assure you that it has not recurred, Mandrake. Women uh...women sense my power and they seek the life essence. I do not avoid women, Mandrake.
Ripper: But I...I do deny them my essence.
Major T. J. "King" Kong: Goldie, how many times have I told you guys that I don't want no horsing around on the airplane.
Major T. J. "King" Kong: Now I've been to one world fair, a picnic and a rodeo and that's the stupidest thing I've heard come over a set of earphones. Are you sure you got today's codes?
Major T. J. "King" Kong: Now boys I reckon this is it...nuclear combat toe to toe with the Ruskies.
Major T. J. "King" Kong: Look boys I ain't much of a hand at making speeches, but I got a pretty fair idea that something doggoned important is goin' on back there. And I got a fair idea the kinda personal emotions that some of you fellas may be thinkin'. Heck, I reckon you wouldn't even be human beings if you didn't have some pretty strong personal feelings about nuclear combat. I want you to remember one thing, the folks back at home are counting on you and by golly we ain't about to let them down. I tell you something else, if this thing turns out to be half as important as I figure it just might be, I'd say that you're all in line for some important promotions and personal citations when this thing is over with. That goes for ever' last one of you regardless of your race, color or creed. Now let's get this thing on the hump...we got some flying to do.
Major T.J. "King" Kong: Well boys, we've got three engines out, we've got more holes in us than a horse trader's mule, the radio is gone and we're leaking fuel and if we was flying any lower why we'd need sleigh bells on this thing...but we've got one thing on those Ruskies. At this height why thy might harpoon us but they dang sure ain't gonna spot us on no radar screen!
Mandrake: Colonel! Colonel, I must know what you think has been going on here!
Guano: You wanna know what I think?
Guano: I think you're some kind of deviated prevert. I think General Ripper found out about your preversion, and you were organizing some kind of mutiny of preverts. Now MOVE!!
Mandrake: Colonel...that Coca Cola machine. I want you to shoot the lock off it. There may be some
change in there.
Guano: That's private property.
Mandrake: Colonel! Can you possibly imagine what is going to happen to you, your frame outlook way of life and everything, when they learn that you have obstructed a telephone call to the President of the United States? Can you imagine?! Shoot it off! Shoot! With a gun! That's what the bullets are for you twit!!
Guano: Okay. I'm gonna get your money for ya. But if you don't get the President of the United States on that phone, you know what's gonna happen to you?
Guano: You're gonna have to answer to the Coca Cola company.
General Jack Ripper: I can longer sit back and allow communist infiltration, communist indoctrination, communist perversion and the international communist conspiracy to sap and impurify all of our precious bodily fluids.
General "Buck" Turgidson: I don't think it's quite fair to condemn the whole program because of a single slip up.
General "Buck" Turgidson: I'm not saying we wouldn't get our hair mussed. But I do say no more than ten to twenty million killed, tops. Uh, depending on the breaks.
Major T. J. "King" Kong: Survival kit contents check. In them you'll find: one 45 caliber automatic, two boxes of ammunition, four days concentrated emergency rations, one drug issue containing antibiotics, morphine, vitamin pills, pep pills, sleeping pills, tranquilizer pills, one miniature combination Russian phrase book and Bible, one hundred dollars in rubles, one hundred in gold, nine packs of chewing gum, one issue of prophylactics, three lipsticks, three pairs of nylon stockings. Shoot! A fella could have a pretty good weekend in Vegas with all that stuff.
General "Buck" Turgidson: Gee, I wish we had one of them doomsday machines.
The President: That's mass murder, not war!
The President: You can't fight in here, this is the War Room!
The President to the Soviet Premier over the red phone: Hullo? ... Ah ... Hello, Dm... ah ... Hello, Dmitri? ... Listen, ah, I can't hear too well. Do you suppose you could turn down the music just a little? ... Oh-ho, that's much better. ... yeah ... ha ... yes ... Fine, I can hear you now, Dmitri. ... Clear and plain and coming through fine. ... I'm coming through fine, too, eh? ... Good, then ... well, then, as you say, we're both coming trough fine. ... Good. ... Well, it's good that you're fine and ... and I'm fine. ... I agree with you, it's great to be fine. ... a-ha-ha-ha-ha. Now then, Dmitri, you know how we've always talked about the possibility of something going wrong with the bomb. ... The bomb , Dmitri. ... The hydrogen bomb! ... Well now, what happened is ... ah ... one of our base commanders had a sort of ... well, he went a little funny in the head ... you know ... just a little ... funny. And, ah ... he went and did a silly thing. ... Well, I'll tell you what he did. He ordered his planes ... to attack your country... Ah... Well, let me finish, Dmitri. ... Let me finish, Dmitri. ... Well listen, how do you think I feel about it?! ... Can you imaginehow I feel about it, Dmitri? ... Why do you think I'm calling? Just to say hello? ... Of courseI like to speak to you! ... Of courseI like to say hello! ... Not now, but anytime, Dmitri. I'm just calling up to tell you something terrible has happened... It'sa friendly call. Of course it's a friendly call. ... Listen, if it wasn't friendly ... you probably wouldn't have even got it. ... They will not reach their targets for at least another hour. ... I am ... I am positive, Dmitri. ... Listen, I've been all over this with your ambassador. It is not a trick. ... Well, I'll tell you. We'd like to give your air staff a complete run-down on the targets, the flight plans, and the defensive systems of the planes. ... Yes! I mean i-i-i-if we're unable to recall the planes, then ... I'd say that, ah ... well, ah ... we're just gonna have to help you destroy them, Dmitri. ... I know they're our boys. ... All right, well listen now. Who should we call? ... Who should we call, Dmitri? The ... wha-whe, the People... you, sorry, you faded away there. ... The People's Central Air Defense Headquarters. ... Where is that, Dmitri? ... In Omsk. ... Right. ... Yes. ... Oh, you'll call them first, will you? ... Uh-hu ... Listen, do you happen to have the phone number on you, Dmitri? ... Whe-ah, what? I see, just ask for Omsk information. ... Ah-ah-eh-uhm-hm ... I'm sorry, too, Dmitri. ... I'm very sorry. ... All right , you're sorrier than I am, but I am as sorry as well. ... I am as sorry as you are, Dmitri! Don't say that you're the more sorry than I am, because I'm capable of being just as sorry as you are. ... So we're both sorry, all right?! ... All right. ...

(1968) USAF SURVIVE TO FIGHT ATOMIC WEAPON HITS ADC BASE JETS SCRAMBLE INTERCEPT SOVIET ATTACKERS
THIS IS A CLASSIC UNITED STATES AIR FORCE TRAINING FILM THAT IS BASED ON SURVIVABILITY OF USAF BASE OPERATIONS IN THE CONTINENTAL UNITED STATES AFTER A NUCLEAR ATTACK,BASES LIKE THIS ONE WERE SCATTERED THROUGHOUT THE UNITED STATES DURING THE COLD WAR PERIOD THE AMOUNT OF PRESSURE AND RESPONSIBILITY THESE MEN HAD HAD HANDLING NUCLEAR WEAPONS THAT WERE USED ON INTERCEPTOR AIRCRAFT ,THE # AM SCRAMBLES INTO THE WINTER NIGHT NOT KNOWING IF THIS WAS FOR REAL AS BASE AIRCRAFT PEELED OUT LAUNCHING IN PAIRS SC REAMING INTO THE WINTER NIGHT WAITING FOR WORD OF WHAT WAS GOING ON. THE AIRMEN AT THESE BASES KNEW ANY ATTACK ON THE US THEY WOULD BE AMONG THE FIRST TO KNOW AND FIRST TO GO WHILE THE COMMUNITIES OUTSIDE THE GATES NEVER KNEW HOW CLOSE THEY WERE TO WAR AS THE BASES WENT TO DIFFERENT DEFCON LEVELS, THIS WAS NOT INFORMATION FOR THE PUBLIC. THE FILM STARTS AT NIGHT AND THE SAC AIR DEFENSE COMMAND LAUNCHES ITS F-101 INTERCEPTOR AIR CRAFT AND PREPARES TO RIDE OUT A NUCLEAR STRIKE AS CONFIRMATION OF INCOMING MISSILES IS CONFIRMED. THANKS TO A CLIMATE OF GUARDED DEFENSE THE AIR FORCE BASE IS ABLE TO BUILD DEFENSIVE AND SHELTER FACILITIES TO SURVIVE AND FIGHT AND AS A NUCLEAR DETONATION IS CONFIRMED ON BASE THE AIR FORCE BEGINS TO DEAL WITH THE PROBLEMS SO ITS AIR WING CAN COME BACK AND RE-ARM AND RE-FUEL A GREAT SUBJECT THAT U.S. MILITARY FORCES HAD TO PLAN FOR AND TRAIN AND THIS FILM SHOWS WHAT THEY EXPECTED, THE REAL QUESTION IS IT REALISTIC IN ITS EXPECTATION? THE ONE THING IS THAT IT IS PRICELESS THAT THE USAF MADE THIS TRAINING FILM AND ITs QUOTES LIKE "HAVE NO UMBRELLAS,IF IT STARTS TO RAIN WE WILL LET YOU KNOW." AND "YOU CALL US BECAUSE IF YOU DON'T WE WILL BE CALLING YOU" WEIRD,.. BUT STILL GREAT PROPAGANDA!FILMED AT A SAC AIR DEFENSE INTERCEPTOR BASE LOCATED IN OXNARD, OXNARD AFB CALIFORNIA 1967 THIS IS BASICALLY WHEN CLOSING OF SAC ADC BASES WAS GOING ON ALL OVER (SUFFOLK COUNTY AFB LONG ISLAND NEW YORK) RESPONSIBLE FOR THE NYC AREA FOR MOST OF THE COLD WAR.DURING 1968- EARLY 1970s MOST OF THESE AIR FORCE ADC UNITS WENT OVER TO FIGHT IN VIETNAM AND THAILAND AS FORWARD AIR CONTROL AND MUNITION LOADERS FOR USAF STRIKE PLANES USING IRON BOMBS INSTEAD OF ATOMIC MUNITIONS BOMBING NVA BASES AND NORTH VIETNAM AND THE ADC PILOTS AND BACKSEATERS WENT OVER ALSO, TO ME THESE GUYS REALLY SERVED THEIR COUNTRY PLUS ONE AND DESERVE BIG RESPECT , MY HATS OFF TO THE USAF AIRMEN OF ADC/SAC AND VIETNAM/THAILAND/LAOS
DEFCON THE ULTIMATE NUCLEAR WAR SIMULATION
USAF/SAC AT DEFCON ONE AND CONFIDENCE IS HIGH! "EXECUTIVE DESCISION" USAF'S NUCLEAR POSTURE
PROBABLY THE MOST TELLING STORY OF USAF MIGHT AND POWER AS WAR IS UNLEASHED ON THE AGRESSOR NATION WHO IS LATER IDENTIFIED TO BE THE SOVIET UNION, THE STOCK FOOTAGE OF NUCLEAR WEAPONS BEING DROPPED BY B-47 STRATOJETS and B-52 BOMBERS ARE FROM ONCE CLASSIFIED USAF NUCLEAR TEST OPS. MOST OF THIS ENTIRE FILM IS FROM CLASSIFIED WARPLANS AND SPECIAL OPERATIONS, THIS HOMAGE TO SAC AND STRATEGIC AIR COMMANDS DEDICATION TO MISSION IS A JEWEL AND FROM A TIME WHERE THE WORLD WAS A TINDERBOX READY FOR SOMEONE TO STRIKE THE SPARK AND IGNITE A WORLDWIDE NUCLEAR CONFLAGRATION WHERE LIFE MOST LIKELY WOULD OF WENT THE WAY OF THE DINOSAUR AND ONLY MILLIONS OF YEARS LATER A FOSSILIZED REMAINS OF MAN WOULD BE DISCOVERED BY THE NEXT GENERATION THAT CAME FROM THE ASHES OF THE OLD, THIS FILM IS NOT KNOWN IF IT WAS EVER SEEN OR VIEWED OTHER THAN A HANDFUL OF HIGH RANKING USAF OFFICERS, SEE THE DESCRIPTION AND INFORMATION FROM THE NUCLEAR VAULT.COM --------------------------------------------------------------------------------------------- "The Power of Decision" may be the first (and perhaps the only) U.S. government film dramatizing nuclear war decision-making. Commissioned by the Strategic Air Command in 1956, the film has the look of a 1950s TV drama, but the subject is the ultimate Cold War nightmare. By the end of the film, after the U.S. Air Force has implemented war plan "Quick Strike" following a Soviet surprise attack, millions of Americans, Russians, Europeans, and Japanese are dead. The narrator, a Colonel Dodd, asserts that "nobody wins a nuclear war because both sides are sure to suffer terrible damage." Despite the "catastrophic" damage, one of the film’s operating assumptions is that defeat is avoidable as long as the adversary cannot impose its "will" on the United States. The film’s last few minutes suggest that the United States would prevail because of the "success" of its nuclear air offensive. Moscow, not the United States, is sending out pleas for a cease-fire. The conviction that the United States could prevail was a doctrinal necessity because Air Force leaders assumed the decisiveness of air power. The founding fathers of the U.S. Air Force came out of World War II with an unshakeable, if exaggerated, conviction that the strategic bombing of Germany and Japan had been decisive for the Allied victory and that air power would be crucial in future conflicts. (Note 1) The film’s title: "Power of Decision" embodies that conviction. The title itself is a reference to a 1948 statement by General George C. Kenney, the Strategic Air Command’s first commander-in-chief: "A war in which either or both opponents use atomic bombs will be over in a matter of days...The Air Force that is superior in its capability of destruction plays the dominant role and has the power of decision." (Note 2) A confident statement made by one of the characters, General "Pete" Larson, near the close of reel 6 flows from that assumption: the Soviets "must quit; we have the air and the power and they know it." The story begins with Colonel Dodd, standing in the underground command post of the "Long Range Offense Force" (oddly, the Strategic Air Command is never mentioned by name). Dodd discusses the Force’s strike capabilities, its mechanisms for keeping track of its strategic assets, and its war plans. That hundreds of bombers, based in U.S. territories and overseas bases, are ready to launch at a moment’s notice is the "surest way to prevent war." Dodd does not think that the Soviets are likely to strike, but if deterrence fails and the Soviets launch an attack, "this is what will happen." What "happens" is the initial detection by U.S. air defense network of the approach of Soviet bombers over the Arctic Circle. That leads to General Larson’s decision to launch the SAC alert force under plan "Quick Strike"; airborne and nuclear-armed alert bombers fly toward the Soviet periphery, but stay at position until they receive an attack order (this was the concept of "Fail Safe" or "Positive Control" although those terms were not used in the film). About an hour after the alert force is launched, General Larson receives reports of attacks on U.S. bases, followed by more information on Soviet nuclear attacks on cities and military bases in Japan and Western Europe. "That does it," General Turner (one of Larson’s deputies) exclaims. He soon receives a call on the red phone from the Joint Chiefs, who with the President, are in a protected command post. The president has ordered the execution of "Quick Strike," releasing bombers and missiles to strike the Soviet Union. This simultaneous bomber-missile "double punch" is aimed at "all elements of [Soviet] air power" [bomber bases] along with "war making and war sustaining resources," which meant strikes on urban-industrial areas and urban populations. To depict the undepictable, the film’s producers use stock footage of nuclear tests and missile and bomber launches. Once it is evident that the Soviets have launched a surprise air attack, Colonel Dodd observes that "By giving up the initiative, the West must expect to take the first blow." This statement is not developed, but for Air Force planners, "initiative" meant a preemptive attack or a first strike. By the early 1950, senior military planners and defense officials had begun considering the possibility of pre-emptive attacks on the basis of strategic warning; that is, if the United States intelligence warning system collected reliable information on an impending Soviet attack, decision-makers could approve strikes against Soviet military forces to disrupt it. Consistent with this, Strategic Air Command war plans assumed "two basic modes" for executing strike plans [See Document One below]. () One was retaliation against a surprise attack; the other "plan was based on the assumption that the United States had strategic warning and had decided to take the initiative." The SAC strike force would then be "launched to penetrate en masse prior to the enemy attack; the main target would be the enemy’s retaliatory capability." In the last part of reel 6, Air Force intelligence briefings review the destruction of the Soviet military machine, including destruction of air bases, weapons storage centers, and government control centers, among other targets. "Target M," presumably Moscow, has "been destroyed" by a nuclear weapon which struck 300 yards from the aiming point. The Soviet attack has done calamitous damage to the United States, with 60 million casualties, including 20 million wounded, but evidence was becoming available of the "success" of the U.S. air offensive. The Soviet Air Force has been reduced to a handful of aircraft, it had stopped launching nuclear strikes outside of its territory, and SACEUR [Supreme Allied Commander Europe] reports the "complete disintegration of resistance" by Soviet ground forces. Moreover, cease-fire requests are coming in from the Soviets. In this context, General Larson’s certainty that the "Soviets must quit" conveyed prevailing assumptions about the value of strategic air power. Around the time when "The Power of Decision" as being produced, a statement by SAC Commander-in-Chief General Curtis LeMay made explicit what was implicit in Larson’s observation. In an address before the Air Force’s Scientific Advisory Board in 1957 [see Document Two], LeMay argued that U.S. strategic forces could not be an effective deterrent unless they were "clearly capable of winning under operational handicaps of bad weather and no more than tactical warning." And by winning, LeMay said he meant "achieving a condition wherein the enemy cannot impose his will on us, but we can impose our will on him." Larson’s statement about control of the air dovetailed exactly with LeMay’s assumptions about winning. Little is known about the production and distribution of "The Power of Decision," or even if it was actually shown. According to the history of the Air Photographic and Charting Service for January through June 1957, on 28 May 1956, the Strategic Air Command requested the service to produce the film, which would be classified Secret. SAC leaders may have wanted such a film for internal indoctrination and training purposes, to help officers and airmen prepare themselves for the worst active-duty situation that they could encounter. Perhaps the relatively unruffled style of the film’s performers was to serve as a model for SAC officers if they ever had to follow orders that could produce a nuclear holocaust. In any event, the script for "Power of Decision" was approved on 10 May 1957 and a production planning conference took place on 29 May 1957. The contract productions section of the Air Photographic and Charting Service was the film’s producing unit. The next step was to find actors with security clearances because even the synopsis of the film was classified secret (although later downgraded to "official use only"). As the Air Force was not in the business of hiring actors, the production unit engaged the services of MPO Productions, a New York-based firm which produced commercials and industrial films. [References to MPO, Inc. are on the index cards and on "The End" frame at the close of reel 6]. What happened next, when the work on the film was completed, SAC’s assessment of the project, and whether, when, or where the film was shown, cannot presently be determined, although the information may be in the living memories of participants or viewers from those days. Note: The relatively poor quality of this digital reproduction reflects the condition of the original reels as turned over to the National Archives by the Air Force.
USAF/DEFENSE NUCLEAR AGENCY (1970) MEETING THE TERRORIST THREAT- GUARDING USAF NUCLEAR FACILITIES
- Meeting the Terrorist Threat, Produced by the Defense Nuclear Agency - Early 1970's - 7:30 - Color - Since the emergence of the terrorist threat, the U.S. Governments concern about the possible terrorism against nuclear facilities has intensified. This video is a dramatization. It shows how the Government has responded to this threat. The video depicts nuclear security activities at an early nuclear storage site and how a small unarmed force of intruders easily enters under the security fence surrounding the site. The protective force subdues the intruders easily. In another scene, a well-armed terrorist team enters the base and kills a roving patrol with a well-placed sniper. Security forces finally overcome the terrorists after a superior counter-force arrives. On a third entry, a terrorist team enters the site under the cover of a fellow terrorist, hidden in the forest, armed with a heavy machine gun. This terrorist team reaches and penetrates a storage igloo after the roving patrol is killed, and the rapid response force is destroyed. However, the terrorists do not escape. When the superior security force appears with helicopter support and an armored personnel carrier, the terrorists, including the machine gunner, are killed. Since this film was made, the Department of Energy (DOE) has constantly improved the training and tactics of the security forces at each installation as well as the in-place security systems. With its modern day posture, it would be highly improbable that a small group of armed individuals could forcibly enter any DOE facility and escape with a nuclear weapon or any special nuclear
